Thoughtful and consistent leadership in the area of performance management is the key to developing and retaining the best talent in any organization. Effective management of the organizations priorities directly affects successful outcomes. The city of Memphis manages its priorities by reviewing employee performance each fiscal year. Divisional goals are structured to ensure the four mayoral priorities are achieved:

2. Grow prosperity and opportunity for all
3. Invest in our young people
4. Advance a culture of excellence in government
The Performance Review period begins on July 1st and ends on June 30th which covers a fiscal year for city government. Managers are required to ensure divisional and departmental goals are Specific, Measurable, Attainable, Reachable and Timely (SMART). The use of the SMART model to create goals within the organization provides consistency in goal setting and the ability to ensure goals are tied directly to job functions.
